Problem Resolution continues to accept the RC161 by email with limitations. In addition to the taxpayer’s name on the form, only include the last three digits of the social insurance number (SIN) and omit the taxpayer’s address except for the last three digits of the postal code.

There are two options available when documents containing taxpayer information must be sent to Problem Resolution. The documents can either be sent by email, after removing taxpayer-specific information, or they can be submitted by fax without the need for any redaction of information. This procedure ensures that taxpayers’ personal information is protected. For a list of the regional Problem Resolution email addresses and fax numbers, please see further down below.

Canada Dental Benefit

Locked online accounts

We recognize that there continues to be some difficulties in obtaining a physical signature on Form RC161. Problem Resolution is accepting electronic signatures from taxpayers on the PDF version of the RC161 found on Canada.ca.

Please note that when a taxpayer submits an electronically signed form RC161 to their Member of Parliament, it is the constituency office’s responsibility to validate the taxpayer’s identity before sending it to their local Problem Resolution office. The taxpayer’s identity can be validated by obtaining a photo ID (i.e. a valid driver’s license or a health card).

If you have any questions on how a taxpayer can submit the RC161 with the electronic signature, please contact your local Problem Resolution office.

When a taxpayer cannot provide a signed copy of their form, you must obtain all the information that would normally be on the form (taxpayer’s name, contact information, social insurance number or business number and a description of the issue). When communicating with your local office, you will be required to provide this information. Following this, we will action the case and communicate the results to you when completed. Please note that it is mandatory to send in a RC161 form if the situation above does not apply to a taxpayer.
