Our Change Objectives
Change Objective 3: To achieve administrative reform and renewal by having in place policies and practices tailored to meet the needs of the CCRA.

Business transformation requires a highly skilled and motivated workforce that will make change happen. In addition to workforce considerations, the transformation upon which the CCRA has embarked requires simple and efficient administrative systems that help get the job done. This second prerequisite is being addressed through administrative reform and renewal at the CCRA. Administrative reform also goes hand-in-hand with our drive toward modern comptrollership and results-based transparent management.
In order to realize a program of meaningful administrative reform, the CCRA will thoroughly re-examine our administrative policies and practices. We will move the decision-making on administrative matters out to the local managers, who have a better appreciation of their clients' needs. In so doing, we will create an environment where managers are better equipped to make more effective and faster decisions. Additional reforms will also provide managers with accurate, timely, and relevant information to enable improved resource management.
We will continue to improve service to external clients through consolidated call centers and Internet-based forms distribution. In addition, we will continue to streamline our administrative process through ongoing initiatives including the CCRA's Corporate Administrative System (CAS) and real property framework. Our efforts will be guided by sustainable development considerations, as set out in the Agency's Sustainable Development Strategy.

We will achieve the administrative change and renewal objective by:
- confirming the specific outcomes and cost efficiencies that we will achieve with the adoption of more modern administrative practices;
- effectively communicating to clients and staff the ways in which these outcomes will be realized;
- building tighter linkages between administrative reform and our program aimed at being transparent about the results we are achieving; and
- tailoring our administrative framework to meet the needs of our clients and staff in order to maximize service improvements and cost efficiencies.
As part of these initiatives, we will deliver the following in the first year of our three-year plan.
Key administrative deliverables for 2001-2002
Policy and Accountability Review, to identify and address the risks, benefits, and efficiencies expected from administrative reform and renewal.
Real Property and Sustainable Development, to identify best practices on paper reduction, and cost savings and energy efficiencies from CCRA-owned buildings.
Materiel Management, to consolidate inventory management activities, and establish new supply methods.
Activity-Based Costing, to develop the methodology that will lead to more effective decision-making.
